A cross drainage is defined as a culvert rather than a bridge
if the ratio of its streamwise length to the height of its opening is greater than about 5,
or the opening width (or span) is less than about 2 m.
A short structure that is at the arbitrary size limit of 2 m span may be modelled by either application.
